Nah, it isn't that they don't know. They don't care if the dogs chase
livestock or not. They don't see how chasing livestock indicates that their
dogs are not well-behaved. After all, it's "natural" if they should happen
to do it. They have no concept of the financial effect on the owner of the
livestock (AND don't care).

I'm not sure how you know this. In my experience in dealing
wtih neighbors who let their dogs run and neighbors who have
shot dogs that were harassing their livestock, people let
their dogs run do know and don't care. One of my nearest
neighbors paid a lot of money to the vet to have his dog
